Do I need a specification?

No. A rough description of the current workflow, who uses it and where it becomes painful is enough to start scoping the problem.

Can an app work with tools we already use?

Often, yes. It depends on the systems involved and the integration methods they expose. That can be checked early, before it becomes part of the build.

Can we start with a small version?

Yes. The preferred starting point is the smallest version that solves a real part of the workflow, then expanding only where use proves it is worthwhile.

Is Sidelobe only for internal tools?

No. Internal and workflow tools are a natural fit, but focused customer-facing apps, prototypes and automation are within scope too.
